为贯彻教育部《关于积极推进小学开设英语课程的指导意见》，适应新世纪人才培养和素质教育的需要，湖北省中小学教材编写委员会与牛津大学出版社（中国）有限公司合作，对Oxford Primary English进行了改编。改编后的教材更名为《牛津英语（长江版）》（小学），供小学三至六年级的学生使用，由湖北教育出版社和牛津大学出版社出版。
该套教材注重学生英语学习兴趣和自信心的培养，强调学生学习策略、观察能力、创新思维和合作精神的养成，体现了以人为本的现代教育理念。在语言材料的编排方面，该套教材低起点，高频率，注重语言的环境的创设，强调语言的实际运用。在教学模式与方法上，该套教材重视学生的语言实践和体验，激励学生积极参与语言活动。同时从改变学生的学习方式入手，通过听、做、说、唱、演、视听、读、写等多种学习活动，达到激发兴趣、形成语感和培养初步的语言运用能力的目的。
改编后的教材既保留了原教材的优势，也在总体教学要求上与教育部《小学英语课程教学基本要求（试行）》保持一致。《牛津英语（长江版）》（小学）的突出特点是：
1 内容丰富，贴近学生生活实际；图文并茂，符合儿童心理特征。
2 取材新颖，体现时代感；文体多样，突出实用性。
3 语言地道，表达形式简单，易教易学。
4 话题广泛，情景真实，语言功能和语言形式有机结合，重在语言的实际运用。
5 循环复现，螺旋递进，由易到难，系统有序，符合语言教学规律。
6 注重学生观察、实践和创新思维能力的培养和学习策略的形成，体现以学生为本的教育理念。
